Surrey Fire Chief Len Garis has worked in fire service related field since 1980 and joined the Surrey Fire Service in 1998. In 2010, he was appointed Adjunct Professor at the University of the Fraser Valley’s Centre for Public Safety and Criminal Justice Research. In June of 2011, he was elected President of the Fire Chiefs’ Association of BC. He has also been a member of the FIREfighting in Canada editorial advisory board since 2005.

Dr. Louis Hugo Francescutti is a native Montrealer who travelled west and began his medical career as an emergency medical technician in the Arctic. He received his combined MD / PhD from the University of Alberta in 1987. He is a Fellow of the Royal College of Physicians and Surgeons of Canada and a Fellow of the American College of Preventive Medicine. He is also a professor at the University of Alberta and a frequent national health columnist for television and radio. In 2010, he became the 41st President of the Royal College of Physicians and Surgeons of Canada.”

In 2010, Mr. Roycroft founded MCRCI, a private organization with licensed physicians on staff that educate and sign in support of qualified patients looking for legal access and guidance for medicinal cannabis. MCRCI soon became the leading cannabis clinic in Canada with a team of doctors who specialize in prescribing cannabis. With his knowledge and experience in the medicinal cannabis industry, Mr. Roycroft soon became one of the top consultants in the country for the Marihuana for Medical Purposes Regulations (MMPR); the former Marihuana Medical Access Regulations (MMAR).

Mr. John Conroy, Legal

John W. Conroy QC has practiced law since 1972. Appointed Queens Counsel in 1996, he practices primarily as a criminal defense lawyer as well as in related constitutional, administrative and other civil matters. He has appeared in the courts at all levels including several appearances before the Supreme Court of Canada. He has acted in numerous cannabis and other drug cases as well as a wide variety of criminal and prison law matters and test cases. He is on the Board of the Pivot Legal Society and is counsel to VANDU in its efforts to keep open the safe injection facility Institute.
